How much does “bread and cover” cost?

- The item usually appears at the end of the calculation. The costs relate to the bread served, the use of the tablecloth, napkins, crockery and cutlery as well as the service. For the place setting, they usually make up between 1.50 and 2 euros per person, and for the service sometimes between 10 and 20 percent of the total amount. The surcharge for bread and place settings was introduced in the Middle Ages for those guests who ate their own food in the inn. In earlier times, the surcharge for the service was used to pay the waiters and waitresses.
But are such costs still justified? After all, the staff is now employed and paid by contract. In addition, restaurants are increasingly using disposable tablecloths and napkins made of paper and no longer those made of fabric.

“In fact, surcharges for bread, cover and service are not forbidden, because there is no national legal regulation,” explains Silke Raffeiner, nutrition expert at the South Tyrolean Consumers' Center. "It is only required that the cost of the cover or the service must be expressly stated on the price list or in the menu, if they are charged." Individual municipalities or regions have issued their own rules. In Lazio, for example, it is allowed to charge costs for the service, but not for the place setting. The respective city police are responsible for reports of unauthorized surcharges. If in doubt, it is advisable to ask before ordering whether bread, cover and service are included or what costs are incurred.
