Job applicants will find that some vacancies indicate that applicants must be eligible for a security clearance or must already have a security clearance. Security clearances are primarily required by government employers and private contractors who have access to sensitive information that affects national security. Security levels

There are 3 common security levels: confidential, secret and top secret.

A confidential approval is easiest to obtain and covers items where disclosure of classified information would harm national security.

A secret insight points out that the type of confidential information collected would seriously damage national security if disclosed.

The security clearance process

Security clearing applicants will undergo a thorough evaluation to determine whether they are loyal, honest, trustworthy, morally righteous, mentally and psychologically healthy to the US government, and have avoided criminal activity. Only US residents are eligible for a security clearance.

The process begins with the applicant completing the Personal Security Questionnaire (SF-86) through the e-Quip application page.

The next phase of the process involves an investigation conducted by the Office of Personnel Management (OPM) or another investigation service provider (ISP).

Agents conducting the investigation will interview a wide range of contacts of the candidate, possibly including current and former employers, neighbors, business associates, former classmates, fraternity / fraternity members, and others who may be associated with the applicant.

The applicant will be interviewed and possibly re-interviewed as additional information is collected to clarify possible problems. Candidates should ensure that they are completely honest and inclusive when completing the SF-86 and answering interview questions, as discrepancies revealed during the investigation could be grounds for disqualification.

The final phase of the investigation process involves reviewing all of the information gathered to determine eligibility for a particular share. The entire examination and review usually takes at least 3-4 months.

Intermediate authorization

According to the Defense Security Service (an agency of the Department of Defense), all security clearance applicants submitted by a vacated contractor are routinely considered for interim eligibility. The Industrial Personal Safety Management Bureau reviews the Personal Safety Questionnaire (SF-86) and other files and systems.

Intermediate authorization is only granted if access to classified information is clearly consistent with United States national security interests. The provisional approval is granted at the same time as the investigation is initiated and generally remains in effect until the investigation is completed. At this point, the applicant will be considered for final eligibility.

Status in the review process

Defense Security Service issues the following statuses throughout the investigation so candidates know what is happening during the process:

Receive - The investigation service provider (ISP) has confirmed receipt of the investigation request and will check whether it is acceptable.

Unacceptable - The ISP has determined that the investigation request is flawed. The applicant will then receive a message with the reason why the request was denied. If the employee still needs approval, a new investigation request must be initiated and submitted with the corrected information.

Planned - The ISP has determined that the investigation request is acceptable and the investigation is ongoing / pending.

Completed - The ISP has completed the investigation and the investigation has been referred for decision.

Delays in Investigations

The following reasons are the most common reasons given by the Defense Security Service for a late eligibility determination at the investigation request phase:

Financial considerations. For example, a history of non-compliance with financial obligations or an inability or unwillingness to pay off debts.

Emotional, mental and personality disorders. For example, information suggesting that an individual has a condition or treatment that may indicate an error in assessment, reliability, or stability.

Foreign preference. For example, having a valid foreign passport.

Criminal behavior. For example, felony arrests, multiple misdemeanors, or imprisonment for over a year.

Drug involvement. For example, drug use, illegal drug possession, or drug addiction.

How long security clearances are in effect

Security approvals are only active for the time when someone occupies the original job for which the approval was set. A clearance holder can be re-examined at any time, but a formal review is required after 5 years for top secret clearance, 10 years for secret clearance, and 15 years for confidential clearance.

An exemption can be reactivated without having to go through the entire investigation process again, as long as the work interruption is less than 2 years and the original investigation for Top Secret, Secret, and Confidential Categories is no more than 5, 10 or 15 years old.
